There are Observatories in Chiba Prefecture where you can see panoramic view of Tokyo Bay and Mount Fuji from a wheelchair.

The experiential charm

From the observation deck on the fourth floor of the 57.7m-tall Choshi Port Tower, you can get a panoramic view of Choshi fishing port with the Pacific Ocean as its backdrop, the rounded horizon, and the mouth of the Tone River.
From the unobstructed observation deck on the 4th floor of Sekiyado Castle Museum, which is 19.5 meters high, you can see not only Mount Tsukuba but also Mount Fuji on a clear day.
The 30m high observation deck on the 5th floor of Inohana Castle is a great spot for a panoramic view of the city. On a clear, sunny day, you might even be able to see Mount Fuji.
From the 113-meter-tall Chiba Port Tower observation deck, you can enjoy a panoramic view of Tokyo Bay, including Mount Fuji, Tokyo Skytree, and the Aqua-Line, as well as Chiba city.
From Umihotaru, which is surrounded by the sea on all sides, you can enjoy a panoramic view of Tokyo Bay, including Mt. Fuji, Skytree, airplanes, and ships.
From the observation deck of Tateyama "Nagisa Station," you can get a panoramic view of Tateyama Bay, the seaside townscape, and Shiroyama with its towering castle tower, and you can even see Mount Fuji across the sea.
